I do cardio while bulking. I do it to work out my heart muscle and achieve a higher level of fitness or at least maintain my fitness level while I'm overeating. I go approximately 20 minutes thrice a week at about 175-180 bpm which is about 90% of my calculated max heart rate. I also play sports, but it is not nearly as demanding. You should always remain active. Bulking up does not mean you get sluggish.
do cardio... just don't overdo it... make sure you eat to make up for the excess calories you burn... but cardio is a good idea, all the time... it helps you get more intense in the gym when you are in good cardivascular shape... play sports, ride a bike, things like that...
