Exercises that target forearms only?

How should I start off?

I have a butt that extends outward, kind of fat, then when it gets to my waist (small) it looks odd. I am pretty sure this isn't lordosis (anterior pelvic tilt), at least that's what the doctor said. Should I do front squats? Avoid back squats? Do cardio? Cut? I need help. Thanks you.
