Smile Deloading? 5x5.

Can someone break the definition down for Deloading? I plan on doing Stronglifts 5x5 for 12 weeks, but it says once you haven't been able to do 5 consistent reps for 3 workouts, do 3x5, and if failed twice, deload? How exactly does the deload work?
