If it's calories in vs calories out why do macro ratios matter?

I'm curious as to why macro ratios matter if the only thing that really matters for losing weight is eating at a deficit. Is it true that carbs really aren't your enemy? Does it mean that you can consume 100g of carbs a day and still eat at a deficit if you're at 25% BF and still lose fat weight?
