To get a big chest you must do a lot of shoulder work also. You can injure yourself if your shoulders are too weak to do heavy chest exercises. Also, your shoulders must be balanced in size to look good compared to chest.
The answer is BOTH.

I vote for eyelids. Everyone needs a set of eyelids that they can open beer bottles with. I personally use duct tape and 2.5lb plates and do 3 sets of 6-8 blinks.
But seriously... what the hell kind of question is this? Are you just going to do lifts for one body part? LOL
