    a p/ppl/l? never heard of that one before.

    Although to seriously answer your question, the best time to move on from a program is when you start to stall. (i.e. your lifts stop improving). Normally every nine months or so, but it depends on the person.

    what if he wants to move to a ppl program (like coolcacidas or spidey) for better gains? i tho ppl are very effective for a cool long lasting bulk

    I believe it's recommended that you stay on the program until you achieve a 225 bench 315 squat and 405 deadlift. To be honest, even if you're terrible at one of the lifts you should be able to hit those numbers within a year at MAX.
