Question How much weight should I expect to gain on a 20% surplus?

I'm currently around 168 and 15% BF. I want to gain a truck load of mass in my first year/years of lifting, I'm planning on doing this by working through Stronglifts Madcows, Smolov (all with accessories) ect.. to really gain a ridiculous amount of strength and muscle as quick as possible.

I'm planning on clean bulking for approximately 2 years before a long slow cut.

How much weight should I expect to gain in the 1st year/2 years?

will I get fat to the point that when I cut I would end up with loose skin?

.5-1lb/week. Maybe more at first due to beginner gains, but this should be your average

Why a "long slow cut?" That sounds miserable and counter-productive. Most cats will opt for a long slow bulk and a quicker cutting period.

at 6'0 168 at 15% BF you have to be pretty skinny (not being a dick just being honest). If you're an ecto eat all you can but you should try to gain a pound a week, all while increasing your lifts EVERY SINGLE WORKOUT....follow Madcows until you don't progress..not just because you're bored of it. Too many ppl switch things up when they have been working and that's when they run into trouble. Good luck
