some one told me to take a teaspoon of creatine 1 hour to 2 hours before workout
then 30 min to and hour after take a teaspoon of creatine
is this true.

Pretty much. Most people don't really advise taking creatine before working out, but I do with some simple carbs. Personal choice though. After a workout, take the creatine with your post workout shake, which should be high in cards and fast digesting proteins.
