i was going to try put my bro on the ripptoes program, but the little turd cant even squat to parallel with no weight on his back. i guess i was lucky that flexibility was never a big issue for me. so whats the best stretches/exercises to get him to a point to where he start deep squatting.

Regular stretching. Consistency is the key. It may take time, but every muscle will stretch. You just can't take days off if you really want to make progress.
Straight leg toe touches, standing and sitting, grabbing your ankle and pulling it behind you to stretch your quads. There are quite a few variations of this.
I once took a flexibility class in college. It was 4 days a week, an hour each class and it lasted 2 months. I was amazed at how much I improved. By the end, I was only 4 inches from doing full splits. My teacher said I would go all the way down if I kept it up on my own, but I haven't.
I keep thinking I should just stretch every night before going to bed, or something like that, but I don't.

I don't think so, but that might be overdoing it. Flexibility will come through stretching well enough once a day on a consistent basis.

How old is your brother? If he is a teenager, he won't have a problem increasing his flexibility.

Make sure you stretch when muscles are warm. Stretching cold muscles causes minor tears, and when these tears heal, a small amount of scar tissue remains inside the muscle that tends to make it more rigid and inflexible than before. The best thing to do is to stretch after all your workouts and leave it at that.
