Damn, you bros are making me feel like I need to do another whitening routine before I post again, so I can live up to your expectations
If you're in the process of losing weight, I wouldn't splurge on a lot of anything at all, since you probably won't fit into it at a later point.
For now I would keep it simple.
Get a simple pair of denim that fits well. Doesn't have to be skin tight, but make sure it is indeed fitted to some degree, otherwise a more relaxed fit may accentuate your heaviness. Try the new Levi's 541 Athletic fit. You can always have them tapered at the ankle if they are too big.
Get some Mossimo T-Shirts (Only the ones made in India... the Made in Nicaragua ones fit like chit) from Target, or The Next Level T-Shirts off Amazon. Both are cheap and fit decent enough. Both around $6-$10 depending if they are on sale or not.
Then get whatever pair of shoes you like. A lot of us here like boots, in which case I would recommend some nicer ones since your feet won't shrink. Personally, I have a pair of clark's desert boots in beeswax and wolverine 1000 miles in cordovan. I love my wolverine's, but the clark's are nice and cheap enough to start out.
Pretty much, I would just rock that ^ until you are at a weight you would like to be at, and then come back if you need more advice.

Not really. It's just that gray/black literally looks better and is far more versatile than that beanie. I can't even imagine it looking good in any fit, simply because the colors/patterns will look strange with any normal fit, unless you're entire outfit is fashion forward and you're playing with colors/patterns/silhouettes etc.
Anyways, here's today's fit. GF surprising me somewhere this evening, but it's still hot here, so wearing my shorts. I have 7" but I usually let them sit lower on my waist. Might just switch to 9" and wear 'em higher. Feel like these are too short from some angles. Looks fine here though.

I'd be more concerned with the energy/aura you're projecting (read: how others see you), rather than what you're wearing exactly. Whatever you wear, be bold in your approach. @bingu, more often than not, more dudes with skinny jeans one would look a lot better with slim's or slim straight jeans. skinny jeans on most men in my experience are mostly "misses" rather than hits.*Misc Cologne Crew*

I have two pairs of H&M chinos that I kind of swim in, how much about would it cost to get both of them tapered all the way down both legs? Also what are some places I can buy shirts that are very slim, I know H&M is good, but that's all i've got for now.

You could probably get them tapered for about $10/pair at a local dry cleaners. Unless I'm getting a pair of selvedged jeans tailored (in which I would need them taken from the inside seam and it'd be a more delicate work), I would't spend any more than that.
H&M is a good start. You could also try Topman, Zara, Uniqlo, etc for some affordable slim-fit shirts.

I guess it just depends what 'skinny' is to some people. A lot of people who don't wear anything fitted think that 'slim' is skinny.
I have a pair of UNIQLO stretch jeans that are pretty skinny, but I still love 'em. For the most part though, I like slim better, but still appreciate aggressive tapers to the ankle. No matter what though, I don't think I'll ever wear anything besides slim as far as denim/chinos go. Even straight isn't very flattering for me.
