Is MS's upper management the real problem in the ongoing Xbox software problems?

Most boring; I am tempted to go for all those flags in Assassins Creed; no bonus or benefit from collecting them, PLUS far too many. Most fun; probably the Bobbleheads in Fallout 3, you benefitted from them in terms of stats, there were only 20, and they tended to be in wacky random locations...
