You can't hit puberty twice... Or once for that matter. Its not like you hit puberty, and the next morning you have a beard and pubic hair. Puberty is simply a stage of development. You penis changing color could be a result of puberty, but you wouldn't say you "hit it for the second time". I have never heard of such a thing, but if it did happen as a result of hormonal changes then it wouldn't be like hitting puberty for a second time. It would be more like you are further on your way to adulthood.
