celltech is a supplement, you can use supplements at anytime you want, some supplements are better taken at specific times, cell tech is carbs and creatine to my knowledge, so anytime you feel like a carb boost you can take it, with that said you can take it preworkout if you want, during your workout, or after your workout, some studies show its better to take certain supplements at certain tiems and that gets into a whole different thread that has been discused a few times on here already im sure, but to solidify your question YES you can take it pre workout if you so desire

No if you take cell tech before you workout your muscles swell up until you look like Greg Valentino (mr. Synthol) then they explode.
Seriously though, no it does not matter what time you take it. For the money you are spending on cell tech you can get much better products for less cost. Do some research, maybe head over to the supplement wars section of the forum. It will help you out.
