Best workout scheme to focus on a body part?
Best hybrid strength/hypertrophy program - these are becoming a lot more popular - the article could basically have someone write one out (ie upper/lower, push/pull, etc) and say why that organization works, etc. Also have the writer say why a hybrid split is a good idea

Also a possibility - what are some exercises that optimally target the different divisions of the [chest/triceps/biceps/abs/back, etc]? (eg: lateral/long/medial heads of the triceps...inner/outer/upper/lower chest...etc)

this is very very hard, some would say impossible to do, because they are contradicting themselves, a bulk routine requires increasing your caloric intake and cutting requires reducing it.
However, the suggestion has been made trying higher protien and just barley enough carbs, but this is still not garaunteed4 years MMA experience
