I think the Wolves are supposed to be a group called the scavengers from the comics. Which are separate from the Saviors. It's been a while since I've read those comics though, so I could be wrong. Someone more knowledgeable will hopefully chime in.

Idk it is possible . The walking dead has been known to throw curve balls . The preview for next week says the group meets the saviors and it looks like a warehouse setting . Also leaked footage of Jeffery dean Morgan filming "that scene" was leaked out and it too looked like a warehouse setting .
