1. Get the local responsible authority / Council to put permit zones in place on the street.
2. Non-residents not eligible for parking permits so he cant park there anymore.
3. if he parks there, report to Council and they will send a parking officer down.

I noticed when I first moved into my neighborhood 2 years ago that one homeowner had those round concrete blocks in front of his curb. He has 4-5 piles of them stacked 2 high each. I assume that he had trouble with someone parking in front of his house at some point in time and placed them there. Nobody has parked there since I've lived in the area so it must work.

i did this some years ago...
no where to park in a busy street so i park in front of a house on a road with dozens of houses.
this guy comes out telling me not to park out front of his house...not ask...he tells me.
I told him to go fck himself and show me the property deeds to this land he seems to think he owns.
The OP's issue is the guy is a complete jerk who parks in front of his house IF he was asked politely not to park there. If there is plenty of places to park else where, the guy visiting his GF is a douche...if its the only space to park, meh....
I see so many jimmys rustled by this scenario in the UK too but there are places where you commonly have to park 0.5 a mile away from where you live out the front of someone else's house as there literally is no where to park in the cityDont over complicate things which should be relatively simple... stick to the ABC's of bodybuilding.

In hardcore suburbia where there is parking EVERYWHERE it's considered inconsiderate. Why make the homeowners morning or nights annoying having to walk farther to get to his car? Its common courtesy. But places like queens, brooklyn or manhattan where parking is impossible to find, it's every man for themselves

Yes, but it's more convenient to just pull up to the curb in front of your house than to get into the driveway/garage, depending on the layout of the property. Also, it's like animaliztik said, it's just a territorial thing. My guess is the girl lives across the street from OP and the ******* comes down the road from the opposite direction and is too lazy to do a u turn and park in front of the girlfriend's house.

If there's legal parking on the street then you can't do ****.
BUT
I work for a city and in this particular city there is a bylaw that there has to be a 1.5 meter distance between his bumper and your driveway.
