Pretty sure that the only reason Wolf is over the line is because he's standing beside Phil in the lineup. Wolf knows that Phil is crossing the line, so Wolf has to cross the line himself to neutralise Phil's advantage.

In other words, if Phil stood on the line like everyone else, then Wolf would be doing the same. Phil is a cheat, just accept it.

The point being made is that Phil crosses the line to gain an unfair advantage over his competition. Dennis crosses the line (when he's next to Phil) to level the playing field, not to gain an unfair advantage.
