I'm 19, and I haven't touched a weight since I turned 18. I'm pretty confident that I've lost a lot strength, and I need an opinion, should I try anything like starting strength, or is it too late, since technically I've been lifting since 8th grade, just off and on.

Just do Starting Strength. You don't need to ease back into it or reset your lifts or anything. Just do as much as you can the first time for 3 sets of 5 (or whatever Starting Strength calls for). Your gains should come back just fast enough to allow for progressive overload for a couple months or more.
You might want to reset just a little to be on the safe side, but I don't think it will be a problem.Founder and CEO of Quick Cup, LLC.
