Looks like soldiers abandoned their post after an outbreak, and were waiting to regroup or something. The Governor only wanted their weapons, he already has fiercely loyal crew, does not want any one else fuking up what he has. Also conditions his people to accept what they have since every time they "try to save someone," they come back and tell the people there were no survivors and life outside the compound is basically death.

Still, you would think strength in numbers right? That and the fact that they have combat stills etc.
So, the soldiers were basically on their own. None of them seemed to be in a leadership position. Who's to say they would not of just fallen in line with the new command?
Guess we'll never know...........There is no expiration date on being healthy.

I'm thinking that governor guy doesn't want outside stories/influence telling "his" people what things are like outside the walls. He took in the girls because they were on their own and probably didn't have a promising story if they talk to the general population, but the soldiers might have told of another settlement that's secure and some people might want to leave to go there.

When you're the Alpha, you kill any other potential Alpha that might come into the nest. Notice the pilot was offed' once he had what he needed from him, but he took in breeding stock. Like any Alpha, he will only bring in outside males who have been on their own and have no expectation of group dominance. He can add other males through breeding who will look up to him. He wants controlled growth only. I'm not convinced he's "evil" yet - just pretty smart. Being "nice" is a luxury in such a world - and is more likely to get you killed. Even the tank-o-heads doesn't convince me he's "evil" - it may just be a very effective way to keep him grounded in what is really beyond those walls.
I'm under no delusion that when he and Rick meet that there will be nastiness - but survival is survival...Regards,

I believe the first episode is online at amc's website until tomorrow. They usually rerun the previous week's episode before they air a new episode. Sometimes they rerun more than one episode leading up to the new one, but not always. Other than that, Amazon video and I think iTunes has them for $1.99 an episode.

My guess is the Gov used to work in Advertising... He understands that controlling the message is just as important if not more important than the "Product" itself.

When it comes to the fish tank... And correct me if I'm wrong here, because I only got to see the Episode once, while sitting in a hotel room, barely able to keep my eyes open.
But the "Pets" heads were also in one of the tanks along with the soldier.
It's as if that room is his private strategy room... He's sitting there looking at it and each head like represents a piece of the puzzle.
He's not just the Leader of a town and that's all the further he's interested in. He realizes that, assuming humanity survives the Walker problem on some long term time scale there are going to be power plays among the survivors all over the state/country/world... He's basically working on a decision tree where by he's the guy who's providing all the answers on Tuesday because he was already working on the questions last Monday.
The pets have taught him that the Walkers can indeed starve and that removed from the ability to feed they become docile and serve as a scent blind. (In his shoes I would make a bunch of pets and use them as an perimter defense like 100 yards out from town)
The soldier's head represents the fact that there are still military elements out there in the world in pockets and he can't just get the drop on all of them... So he's got to think of a way to control the military.
Note how in the first episode Andrea hints at Michonne's past military background. (So we can assume there are additional story responsibilities that will arise for Michonne as the Govenor tries to figure out a plan to secure military support in the future.)
At least this is what I personally took from the tank room scene... That the Gov is more like Darth Sideous than he is Hannibal Lecter etc...6'4"
