What does it TECHNICALLY mean other than considering the fact eating over maintenance or RARELY doing cardio?

Bulking just means packing on the muscle by eating as much as you possibly can. Obviously not with high fatty foods. But you try and eat as much protein/carb loaded food as possible and hit the weights, and definatley hit some cardio, by no means does bulking mean no cardio. Just alot of people including myself are either to lazy to do it, can't fit it into there routine or just don't have the time.
The more you sweat in practice, the less you bleed in battle.
