WHile your carb cycling your slowly depleting yourself of stored glycogen stores. Training your body to feed off its own fat tissue. because of the depletion though your prone to muscle atrophy.
your refeed will restore glycogen levels, and your starving muscle tissue will snatch it right up, swelling them up like balloons.
I'm pretty sure though its a refeed meal not a refeed day. Your last meal of the 3-4 day is a carb up meal where you consume anywhere from 2-3X the carb amount that you would in a normal carb meal. Get a little flexing going on to get the glycogen into your muscles and you'll notice they will swell up and then you start the cycle all over again. The Iron never lies to you. You can walk outside and hear all kinds of talk, get told that you're a god or a total bastard. The Iron will always kick you the real deal. The Iron is the great reference point, the all-knowing perspective giver. Always there like a beacon in the pitch black. I have found the Iron to be my greatest friend. It never freaks out on me, never runs. Friends may come and go. But two hundred pounds is always two hundred pounds. ~Henry Rollins

lower fat intake to near trace levels
protein at moderate levels 0.8-1g/lb (higher isnt an issue)
carbs make up the rest and depending on individual factors (size, BF%, duration etc) the size of the surplus.
depending on how many cals u need, avoiding fiber rich foods can be beneficial - bloat. So stuff like bagels, white rice, pasta, cereal etc is good"There's levels of retardation most people don't even know about"

I'm currently on a refeed day, around 150 grams of carbs now (usually at around 50-60) and I don't feel that bloated thankfully. I'm gonna make chicken in about 2 hours w/ a big side of rolled oats, that should really put me on end.
I'm planning on destroying my body tommorow, hard lifting session in the morning and I'm running the stadium stairs tommorow night, should kick my ass.

I just did a refeed day last night- by urges. I usually don't do refeed days as I usually don't get that urge too often, but last night I was hungry as a wolf. I just won't stop. It was clean, but I had way more carbs than I usually would.
I had to do a crap load of cardio this morning to balance it. Well, I try not to do them, but the important thing is that to realize you are craving carbs and take your mind off it right away.
