It probably needs to be flattened, but it would also probably help to introduce a second economy to essentially lessen the importance of these rep points.
On other message boards that got to start from scratch in the modern era, they usually have two "points" systems. A rep system that's a flat +/- 10 points and like/unlike system that can be applied publicly to posts. This seems to work pretty well.
People who are popular AND make great posts consistently on an array of topics have high rep + high like-to-post ratios
People who may be controversial, but still make valid points/posts may have low to negative rep, but still have high like-to-post ratios
People who try to farm rep have high reps, but low like-to-post ratios, and it tends to be obvious/stick out.
People who are just **** tier and can't get reps or likes are just ignored.
It allows posters to be rewarded even if they go against the grain and having 2 flat/non-scaling systems lessens the importance/farming of one.

I had investigations run on a random (first 2 I saw) members up around 8500 and 9000. The results came back negative for mod reps in both. Not to say it doesn't happen in certain cases, because a random sampling can not confirm this, just to say it is not necessary for such an increase.
9000 rep powers/ (14 days x 5 per day) = 128
Meaning, the average person repping them has 128k, which is not hard to fathom considering they congregate in the same areas.
You can rep someone ~1.28 times in 2 weeks, btw. Spread is fitty.
