Generally how long should u let a muscle rest b4 working it again?

I did shoulders yesterday and today would be chest day, is it ok to lift today even though i dont feel sore, or it is better to wait till tomorrow?

Kind of depends on how, and how hard you worked your shoulders. If you did mostly rear delt shoulder/trap exercises, then it's not much to think about.

If you did top or front delt, then you might want to consider trying to emphasize and/or isolate the chest.

this is going to depend on your exercise choise.

barbell incline bench press puts an enormous amount of strain on your shoulders compared to a machine fly which hits only your chest.

either way if you worked out shoulders properly i doubt you fully recovered the muscle fibers you tore the day before

Look, you can do ANY exercise for ANY bodypart ANY days of the week. It all depends on volume, intensity and frequency. Frequency is directly related to volume and intensity per workout you do.

If you give the muscle it's own day, and hit it for 45-60 minutes, you might want to keep it to once a week. If you add it into another body parts workout, and slam it for 10-20 minutes, sure.. 2-3x a week should be good. If you do it as an afterthought, maybe a lot of high rep stuff, or give it a few sets at the end of every workout; every day should be fine.
