Do fat burners really work? Which one is the best?

When combined with both a clean diet and HIIT/cardio, yes. I'm trying OxyELITE by USPlabs and I'm liking it. There are different types of fat burners, thermogenic, caffeine free, etc, but I'm no expert so I'll let someone else chime in.

They only work when you have your diet and training spot on for fat loss. There are no shortcuts to weight-loss, but having the right lifestyle formula for weight-loss then supplements have definitely help.

Your not going to get a true "best" answer, if anyone claims "best" its biased based on what they have used and works for them.

Cuts

So far I've tried - Lipo 6, Lipo 6x, REDuction, Animal Cuts, Hydroxycut Hardcore, RIPPED FREAK, Tight Xtreme, Ignite and a few others. Animal Cuts is what worked best for me and what I liked the most out of them all.
Universal has a great track record and every product of theirs that I have used did not disappoint.

all the branded legal stuff is crap and wasted money. I recommend a course of T5 then move on to CYX3's (clenbuterol, T3 and yohimbine) ... works x10's better than any of that other crap and is far cheaper

Yes they do, if your diet and exercise is right.
