You more than likely aren't using proper form. My arms never grew (see avatar) because my form always sucked, since dropping the weight and working my back up with good form I've added inches to both arms. (arms are 15.5 and 15.75 cold now...as opposed to being close to yours a few months ago).

I've just being doing simple arm workouts too, bar curl, close grip bench, db curl, skull crushers.

    Form > Weight.

Try this to make your arms grow.
Ez bar with amount of weight you can do 21's with
Standing lift weight from bottom to parrellel with floor 7 times then imdiatley lift from parrell to full top of curl 7 times then imediatley do 7 full curls. Repeat this for 3 sets after the warm up set for 4 sets total. Between sets stretch the bicep out good.
After the ez bar do the same thing with hammer curls then on to concentration curls. Do this for 6 weeks and let me know how much you gained.

Without the proper amount of protein your muscles will not grow try to shoot for atleast 1.5 grams per pound of bodyweight during heavy training.

    For triceps
3 sets of rope pushdowns for 8-10 reps
3 sets of reverse curls 8-10 reps
3 sets of close grip bench press
    3 sets skull crushers

The idea is too hit the muscles from all angles. This is what makes the muscle complete. If you want more info send me a message
