Today I did back and bicepts and I left the gym 1 hour ago. I worked my bicepts so hard that when I left the gym i could barely curl my lower arms up even with out any weight. Now its an hour later and I still can barely do one rep with 10lbs! Should I not have fully recovered by now?

Fully recovered? Probably not but you shouldn't feel that wiped. You probably over did it a little. That's not necessarily a bad thing as long as it isnt a regular occurance as it will lead to overtraining fairly quickly.
On the other hand it could be something else like: poor diet today (probably too few carbs) or poor post workout nutrition/rest. I wouldn't worry too much just yet....see what happens next time out.http://www.angelfire.com/ego/gethuge
