Because I personally have known survivors from various islands that the Japanese temporarily held that they were a bunch of sicko, twisted, evil f'ers. The Japanese army was an underfunded WW1-grade army pushed in to WW2. Very short on tanks and heavy equipment.

Their main goal was fighting the 1900-level or worse Chinese army (Americucks forget that it's not all about them), so having a WW1 level unit was workable for slaughtering Chiang's gang. But the Americans outgunned them pretty bad.

Their navy, OTOH, was top notch by 1940. It didn't quite have the size of the American and British fleets (I believe a 1930s naval treaty they all signed set their ratio at 5 American : 5 British : 3 Japanese), but ship for ship they could match up with anyone.
