I just read the story, kid was a drug dealer. Had drugs on him. That's the reason he wouldn't get out of the car. The friend he called apparently helped him evade the scene.

With all the bodycams and dashcams all of this on video. This guy is clear as day 1000% guilty. He murdered one cop and attempted to kill another to try and evade going to prison. Looks like he reached for it after they pepper sprayed him the second time. He turns away to avoid the spray, and that is a natural movement so they don't notice him reaching under the seat when he turns away from them. You can even hear him drop the gun once when he starts to turn back around. Their guns should've already been out at that point in my opinion.
