Besides from just calf raises go for a run either treadmill or not, and try to run mainly on your toes rather than rolling you foot from heel-to-toe. It keeps all the weight on your calf, you will feel a crazy burn after the run.

I have 16 inch calves and don't train purposely for big calves.Plus I only weigh 155 at 5'11. My only tips to try if struggling with calves are
1. try to walk sort of on your toes but not straight up but to the point where calves are flexed and giving effort. now try walking like that through school and such as long as possible.
2. Jump rope with or without weights
3. Obviously calve raises
4. Full out sprinting but running on top of toes (like 100m where u explosively almost spring off of each foot) hard to explain over this but practically what I said.
