sex = male or female (or hermaphrodite/sexless)
gender = what you 'identify' as

in some cultures there are traditionally males who take the role of a 'third' gender - like in Samoa, see this:

these people are physically "males", but don't identify as male or female.

However outside rare cases like this i think it is ridiculous and is a result of western liberalism, white guilt, and extreme feminism... almost in the same class as 'transculture' (or whatever they are called) people (i.e. born white but 'believe' they are Jamaican, or Chinese, or whatever, and get mad when someone informs them they actually aren't). People are taking it too far now.

The other exception is if the kid is born a hermaphrodite or with no sexual organs in which case a gender confusion is understandable. (brb both sex hormones or none)
