Or maybe he just likes to live off the government and do nothing. Most people fall into that category. Treating him with the hippie approach ain't gonna give him that motivational drive that's always been missing. Try working in a local mental hospital for awhile. There are quite a few people who have disabilities, see sounds, hear colors, etc., etc., but a lot of them are just there because of meds or have substance problems and end up there instead of jail. I'm sure that any paramedic, law enforcement, or fire-fighter, or psych tech/nurse/doctor who deals with these people on a day-to-day basis will agree with me.
And while we're talking about disabilities, my brother has autism and has held a full time job for the past 19 years. He's in his late 30s and has six figures in his bank account in savings. My neighbor has a kid with down syndrome who holds a full time job at the local hospital doing laundry.
A lot of people just like free sh!t. Plain and simple. That's what's calling "failing" in life. When you take the possibility of "failing" out of life, you get people like the OPs brother. I guarantee you if you placed the OPs brother on a deserted island and told him to find food, or starve, the sap would get up off of his lazy ass and find some food or die.

Wow I feel old. I'm old enough to be your uncle. Hello from neighbouring Germany. A simple way to start is by asking him where he sees himself in five years time. It can be a wake up call.
So he likes collecting coins, and working with computers. How about a website on his coin collection? Don't try and change anything too much. People say beyond late twenties is too late to change so much. Work with what is already there and spin it into something positive.goodeveningeurope.com

These people can only help themselves brah. What are you going to say to him that is possibly going to change his mind??? "Get off your lazy ass and do something?" Like he probably hasn't heard that before. And I'm sure he knows he isn't doing anything with life.
Edit. I have a cousin like this. Pretty sure never been with a girl. Early 40's. Actually smart, and has an engineering degree, though he never used it to work or do anything. Is a hermit in his mom's house all day. Isolates himself from everyone. Haven't seen him physically in 10 years or so even though I now moved to the city where he is in. Some family members even think he died because he never makes an appearance to family gatherings. Didn't even show up to his own brothers wedding...

Dude, he's nuts. That's all there is to it. As long as he's happy, then leave it at that. If he ever wants help, try to help him, but it will take trips to the doctor/professionals to see it through.

and there's no impetus or reason for him to change; why when he's fine as he is right now? That's his internal logic.
You have to cut off his welfare checks. And force him to work. OR make him do something outside of his comfort zone and secretly reward him e.g. door to door sales and you have a friend who buys a ****load of his things at one point to reinvigorate him.
