This is what the pussy ass "zero tolerance" policy has led to, it's always been bully enabling and empowerment for the worst behavior, treating victims as the problem for saying anything or trying to do anything about it. Definitely is a problem all over where teachers and admins can't do chit. Kid at my mom's school dressed as a lion and just walks around the halls as he pleases roaring like a lion. Only thing teachers can do is follow him and make sure no one gets hurt.
No idea who the kid's parents are, but the fact this has happened multiple times, they really should be beaten with pipes and sterilized.
