For my biceps I do these sitting curls, and I lift 25pds, 15x, and 5 reps.
I'd like to build bulk and not just tone my muscles.
Is it better to maybe switch to 30pds, and do like three reps of 10 or 12? Or do more reps or of the 25's?
Never have figured this out.

Each time you bring the weight up and down is a rep.
The set is what contains all the reps before you start resting again. You were confusing sets with reps.
I don't see any reason to not switch to 30 lbs in the fashion you describe. Adding sets, reps, or weight is the name of the game. You can start at 10-12 @ 30 lbs and try to make it 15 again as if you were doing 25 lbs before.
