I was watching some show the other night about this chick becoming a dude and while watching "it" receive a legal test shot I started wondering why the fukk it was ok for them but not someone who wanted to add muscle?!!! Both could be considered cosmetic and arguably both functional but the one that already produces test naturally can't get a top off but the one who shouldn't have any gets it. The "S-him" was even talking about how it was putting on muscle fast with it!
WTF?!!! I'm not here to argue the whole sex change thing but it seems to me if some he/she thing can get it then it should be available to anyone who wanted it for whatever reason at that individual's discretion.
And no there are no cliffs. If this was too long a read for you then I don't even... lulz

Because it's completely different.
A female is able to receive legal testosterone to increase her levels to that of a male, think of it as testosterone replacement therapy. You could do the same thing if your testosterone levels were low. In fact, if you want to do the same thing with estrogen and 'become' a female? No problem, that's legal too - fair's fair.
You're using that in direct comparison to ask why people can't do the same for the purpose of bodybuilding? Because reaching super-human levels of testosterone is not healthy.
