You must fit your free agent signings under the cap (99mil), however, with Bird rights and other exceptions you can sign players and go beyond the cap space. The 119mil tax level only tells you at what point you start paying luxury tax on top because you exceeded the cap space (like Cavs or Blazers).

Since the basketball related income (BRI) was ~$70M under projections last season, they lowered the projected BRI for next season from $7B to $6.9B. Salary cap and tax level are basically set at percentages of the projected BRI, which is why they went down with the lowered projections for next season.

The salary cap calculation takes 44.74% of projected BRI, subtracts projected benefits, and divides by the number of teams in the league

Probably already been said here, but LAL looking at Rondo and Iggy... IMO would be good for them to finally have some veteran leadership, but in reality it still probably wouldn't make them a playoff team.

Lakers are not looking to become a playoff team next season by all means - if it happens as the 8th seed, great - but what they try to do is get good 1-year deals done, even if they overpay, because 2018 cap space must be preserved. I can see them giving players good 1yr or 1+1 (team option) deals. If anything long term is signed, it would be a prospect who is undervalued currently. Expiring 1-yr contracts that need to be unloaded along with a pick may be interesting too.

As for Iggy and Rondo ... the favorite joke amongst Lakers fans when they hear "they are talking to player XYZ" is:
