The home buyers are required to pay back the $25k upon selling the house. I can see pros and cons to this. Pros are it would help people buy a home. Cons are it may drive up housing prices. But since companies are a part of the problem buying housing at inflated prices to use as rental properties they would not benefit.

Full amt has to be paid back if occupied less than a year. After 5 years, it doesn't need to be paid back.
