General rule of thumb is that with every 10lbs of lean body mass gained, you'll add one inch to your arms.

Hey I just met you. And this is crazy. But today is chest day. So spot me maybe?

Check out my youtube channel! Feel free to ask questions, and I'll make video responses as in depth and to my knowledge as I can. I don't spread bro science, my information will be similiar to Ian Mccarthy/Layne/Ogus/Eric helms in the sense that I will base my accusations of of science/studies. Also some personal experience, but I won't impose that onto you. But if you ask, I'll answer :)

people under 6 ft with 17" arms are fuking huge man if lean. It all depends on height. Lee priest is 5' 4" and his arms are 20.5" they look fuking huge compared to say someone who is 6 ft 4 with the same arm size. Its all an illusion. Honestly if you can get 17 inch arms naturally I would be highly impressed.

just keep working at it bro... dont neglect biceps or triceps keep working them. dont overtrain though. i suggest 3 exercises of your choice for biceps and 3 for triceps supersetted for 3 sets each.
remember to rest your arms and keep your diet in check and you should be there when the hard work you put in the gym shows youve earned 18 inches

Took me two exactly 2 years to get them. Started at 5'9 155lbs 15%bodyfat. with 13.5inch arms.
Currently 5'9 200lbs. 12% bodyfat with 18inch arms. Gained roughly 45lbs of lbm. So basically ya it equates to every 10lbs of lbm should equal an inch on your arm or so. Heres a pic. Horrible lighting, but had to be close up to show the actual inches.
Heres another pic:
here is better pic i found of my 18inch arms
