Gain muscle and lose fat at the same time?

Scooby from youtube claims its possibe. He doesnt believe in the "bulking" and "cutting" phases. I dont really think its an affective approach in building alot of mass but thats just my broscience opinion. Whats your guys' take on this. if you think so, where should you keep your calorie intake at to make this possible?

"In the muscle magazines you always hear about 'bulking' up then 'cutting' down before a contest, should you do this too? NO! NO! NO! Do you have to get fat to gain muscle? NO! Wild weight swings are not good for your body . There is no reason at all that you cant gain muscle AND lose fat at the same time with good nutrition, weightlifting and cardio. It is much easier (and healthier) to keep your body fat low year-round than it is to pig out for a few months and then have to diet for 4 months to get all the fat back off. Why not be ripped all the time rather than just one month a year????? It's easier, better for your body, looks better, AND its easier - who likes dieting anyway!" -scooby

Scooby still suggest to eat above maintenance at around 500 calories which is what we consider bulking, if you look on his website you will see he has you eating more then your body requires because lets face it it takes energy to build muscles.

I believe in it, simply because I am currently doing it and getting results.

Granted it takes a LOT longer than if I was to bulk, then cut, but I don't want to look like some fat swollen idiot for months.
