because people assume that taking roids will gain you 30 pounds of pure muscle in 2 months. Which is not true whatsoever. Guys that do juice work out their diet and exercise routine with a fine point pen. Uneducated people don't know that people on roids workout harder than most people at the gym. So they lie cause they dont want people thinking they cheated and discrediting all the hard work they actually did.
