Their aim is to get the most out they can not to just go in on a whim. You also have to consider there is probably a specialist team who are the best trained for situations like this and they had to actually get to the location.

they did what they had to do during that theater siege and the school crisis. there is a lot of information/complications that we the public do not know. the russian special ops had to do what they had to, its a lose/lose situation. just like its happening right now in france, its a lose/lose situation. either you dont storm the building and everyone dies(its not like these muslims are going to let the hostages go) or you try and storm the building and save as many as you can(even though a big part of the hostages will still die during the police raid on the building)

Yep-this isn't Flashpoint, there isn't much you can do in these situations-you are dealing with people who have no interest in negotiating, aren't afraid to die, are probably wearing suicide vests etc holding mass amounts of people hostage. So your options are very limited.
