Is there anyone who could beat a 2009 jay cutler besides ronnie?
is a 2000 flex wheeler better? 2002 kevin levrone? 2010 AS Pro kai greene?

In terms of greatness... no, he is not second best. In terms of best physique ever brought to a pro stage... yes, he is second behind the GOAT.
IMO, no one other than Ronnie Coleman has surpassed Jay Cutler's physique in 09.
2009 or 2010 Australia Pro Kai would be the only other contender for me, but since we haven't seen that version of Kai compared to the rest of the greats at the moment (Phil, Jay) it's hard to tell how he would stack up.Bench: 215x12 (17/12/2011) PR since torn RC

Jay's physique just does nothing for me, I'm not saying he isn't a great bodybuilder, I just think all he has is size and a left quad.

That was 2002 Gunter. Which in my opinion was odd to say the least.
Davis is right. 09 Jay in terms of judging criteria is second to Ronnie. Ok maybe Dorian as well. Jay would out class everyone else with his mass and spectacular conditioning.
If you don't like the way his physique looks. That isn't the reason why he succeeds in this sport. Which bothers me as well because guys who have looked amazing(phil, kevin, shawn, etc) have always been pushed aside in favor of the conditioned mass monster.

tbh you can't just say that '10 Jay is the 2nd best ever just because only prime ronnie beats him.
I'm not very into baseball but just because someone hit more homeruns than Babe Ruth that doesn't really make them better than him, it all has to do with the time they are in. A top NPC competitor today would beat mother****ing Arnold in a bb competition, that does not make them a better BB than prime Arnold.
