    As I said, after he lost sight while talking to the dispatcher, he checked the street name and was walking back to his truck.

    Look, "agency" is part of law.

    If the doctor's receptionist calls you and tells you to come in a week too late and you loose your toe because of it - you know who is getting sued? The doctor.

    No, the receptionist doesn't set the bone, she/he speaks for the doctor.

    The dispatcher doesn't go out an arrest people, but she/he speak for the police.

    who was the we when the dispatcher said 'we don't need you to do that'. the royal we? Why was he so willing to follow other direction or satisfy other requests but not that one?
