For the first item that seems to be what many nursing homes did, or at least all the ones around me in MD and it still runs rampant in many of these communities. In part because they are not absolutely closed systems; people work there, supplies move in and out, etc.

The second one is dependent on adequate testing both of individuals with outward symptoms and without. Unfortunately by and large we haven't been good with this. And it would only be effective if all those even with mild related symptoms quarantine prior to testing. Unfortunately many people probably aren't being proactive about testing and isolation until symptoms become more severe.

That last is also part of the problem, many people don't follow appropriate hygiene protocols. And they probably aren't despite the current environment. The lack of ability or willingness for people to follow reasonable protocols to mitigate risk is part of the reason why more drastic measures were originally needed.

- you can try to lock down older people but you can't keep them in a bubble for the next 12-18 months until a vaccine is available. They will still come into contact with others since they need food and other critical necessities.

- quarantining sick people sounds good, but with covid people can be infectious without showing any symptoms. so suddenly the idea of quarantining sick people is ineffectual to stop the spread.

- this is a respiratory virus. washing hands won't stop the spread in the air. surface contamination has been determined to be a lower contributor to spread. the biggest spread risk is exhaled air, hence the mask necessity.
