He's making a deep philosophical statement on society. On one hand we are told we are in a free society, yet on the other hand there are all these "rules" that we must obey. The parking officer symbolizes the oppression that still exists. You can see when the wife and kids come out of the store it is showing the freedom that kids have to just do whatever it is that they please in eating the Dorritos Jacked and not having a care in the world about these parking officers. The culmination is when mr Jason Huh arrives. Bodybuilders being one of the more stereotyped groups out there, Jason comes out wearing a ballerina outfit, showing that to retain true freedom, one must be willing to express themselves in whatever manner they see fit. Overall the commercial is probably the most profound thing ever made.
That or it's a simple joke about how people get scared of jacked mother****ers. Either or.

He needs to slow down the frames near the end of the video, you get to about 20 seconds and you're like

Don't over-think this commercial. Jason Huh is a funny dude, and this commercial is perfect for his type of personality.
