First off, the main 3- hgn, walk and turn, one leg stand, are a standardized by NHTSA. The "eye test" does take a bit because NHTSA mandates the number of passes, how long each pass takes, what the officer is looking for on each pass, etc. Being under the influence does things to your eyes. The first couple passes make sure your eyes can track. Then we look for the eyes to track smoothly. If the eye movement is very jerking that's a sign. Another sign of being drunk is that the eyes bounce when all the way to one side or the other. Third thing is for the bouncing prior to a 45 degree angle. That means you're really drunk. When looking up, if the eye bounces, you're close to or at a PR for being drunk

As for looking at your feet being an auto fail, that's incorrect. The test isn't about the line being perfectly straight like a tight rope. It's about the heel to toe, which is made easier by looking at your feet.

Just going straight to the breath test isn't how it works. It's a concept called implied consent. By driving in public roads, you pre-consent to give a breath or blood test if arrested for DUI. It's mandatory and comes with it's own suspension for refusing, regardless of how the court case goes. But you have to be arrested first. The sobriety tests get you to arrest, then you're mandated to do the breath test

And finally, the topic of the cover officer, since the primary officer is looking at specific things during the tests like the eyes and feet, they're not watching the hands or drivers body language. The cover officer is there for safety
