My suspicion is that the elites are psychologically preparing the public for when Joe Biden eventually has to "step down" because of complications of COVID. This will achieve several goals

1) Renews public fear over COVID
2) Keep pushing vaccines and boosters
3) Gives Biden an honorable way out - he never really wanted to be President, he was pressured into the role
4) Make way for President Kamala Harris
