No it's by design, since the owner of the private key is the owner of the coins.

Unless you're referring to better regulation or FDIC type insurance requirements for crypto exchanges.

I think you'll have plenty of time. It's more despair mode right now, capitulation will occur when the price just gradually bleeds and stays low for 1+ years.
