Skinny fat, and planning to workout fasted.

I'm 5'8 1/2 and 16 years old weighing 161lbs and skinny fat. I'm planning to lift at 8am in the morning fasted (intermittent fasting) and do 30mins of cardio after lifting. Will this help me lose my side fats and help me regain muscle too to get the shape that I want?

There is no magic in fasting and cardio: the only thing that matters is that you burn more calories than you introduce, regardless of fasting, lifting weights, cardio and timing of it all.
