Question Gain strength and lose fat

So I was thinking if this would work, so ive been training for 3 years now consistently my diet has been on and off I've bulked from 70kg to now 95kg I want to come back down to 85kg preferably 80kg.

I've burned off 1.5kg in 1 and a half week. What I mean by I have burned it and not lost it is because I have been keeping track of my calories and my cardio and I know 3,500kcal is half a pound so if my calculations are correct which I tripled checked I should have losta1.5kg so why I didn't say I haven't lost it is because the weight on the scale is still the same 95kg which I'm thinking it could be due to salt holding water which I'm now trying to fix by having less salt/sodium just for the sake of my weigh ins.

So I'm eating 2,000kcals which is my maintance (BMR) and what I have been doing is creating a deficit through low intensity cardio which is Walking, I literally walk miles every day and I even walk on the treadmill to make up the rest of the calories burned. I keep track with the heart beating sensors I'm doing 1,000kcals burned a day I'm feeling good I have noticed I lost weight through the mirror and posing but the thing is the scale is the same and my strength is getting worse, would I be better off increasing my calories by 500kcal (2500) and still continue the 1000 deficit through cardio which would help me geat stronger in the gym? Id like to hear back from the fitness community for advice
