whats the difference between each one when i work out my chest. it seems like when i do incline i am able to do the lease amout of weight, and decline the most amount of weight.

Don't worry that is the same for most people, the flat/decline presses put your body in a mechanically stronger position. Inclines use mostly the upper pecs and the position is not as strong.

I am pretty flat chested and just started to work out.
If you want good base chest mass stick with Flat Bench. Barbell or Dumbell either will do.

I would suggest to begin with..
Flat dumbell press x 3
Incline dumbell press x 3
